i In response to your request, enclosed is a copy of the Commission information paper (August 15, 1979) describing the GPU/ Metropolitan Edison Company program

for shipments of radioactive solid waste from Three Mile Island Unit No. 2 to the licensed burial facility in Mirh1=ad, Washington. The program consists of three elements:

(1) pre-shipment actions at TMI and in Pennsylvania, (2) notifications and information to enroute states, and (3) preparations and notifications at the Richland site in the state of Washington. Note also that the program includes the routing of heavy shipments, requiring permits, through Kansas.

PROGRAM FOR SHIPMENT OF SOLID WASTE FROM TMI PRE-SHIPMENT ACTIONS AT TMI ANb IN PENNSYLVANIA 1.

Obtain vehicle from shipper and document route.

2.

Package shipment in accordance with administrative and regulatory require-ments and, whe'n applicable, cask Certificate of Compliance.

3.

Verify adequacy of packaging by QA-required procedures.

4.

Survey to assure that radioactivity levels are acceptable.

5.

Verify adequacy of transportation equipment:

a.

Pre-load survey for contamination.

b.

Pre-load check for mechanical quality.

6.

Prepare required documentation.

7.

Load vehicle.

8.

Verify loading procedures and radiation levels by QA-approved procedures and HP checks.

9.

Notify Pennsylvania Department of Environmental Resources (PaDER) and NRC; document the contact and seek to obtain written acknowledgment.

10'.

'Obtain final approval to release shipment from the Director of Waste Sanagement/GPU or his desig.ies.

11.

Arrange for pr >perly briefed company spokesman to accompany shipment.

12.

Brief vehicle driver on emergency plans and procedures; provide driver with written in.itructions and obtain receipt.

Place emergency response package in vehicle.

Telecopy RSR to NECO at Richland and include estimated time of departure of shipment.

2 NOTIFICATION AND INFORMATION TO ENROUTE STATES (In Advance of Shipment Providing Routing, Timing, and Description) 1.

GPU makes telephone contact for each state designee and members of the Western Interstate Energy Board a few days before the first shipment departs f rom TMI; all states along each approved itinerary will be reached, with states not touched by first shipments to be so informed.

Followup in writing the foregoing telephone contacts, thus creating a record of contact and also providing ref erences for future contact if n eed ed.
