Dear Mr. Bierly:
This is in reply to the Resolution of the Council of the Borough of Elizabethtown dated May 15, 1979, which was handed to members of the Nuclear Regulatory Ccamission (NRC) staff on May 16, 1979.
I apologize for not replying sooner but. as you are aware, the Commission and staff.
have been occupied with continued support of the efforts at Three Mile 6
Island, Orders to other facilities, appearances before the President's i
Commission and various comnittees of Congress that are investigating the Three Mil'e Islap accident, and the realignment of our own resources and l
priorities to give immediate attention to the problems resulting from the accident.
As you know, the NRC has a responsibility to assure the protection of the public health and safoty with regard to the operation of nuclear power plants.
In particular, we share your concern about possible contamination. '
of the Susquehanna River by liquid releases frm the Three Mile Island pl ants. As we stated at the meeting at Hershey on May 16, 1979, we require:
that the conditions for release to the river remain the same as for nomal operation. These conditions are in accordance with our regulations and are; '
limited by the Technical Specifications covering plant. operation. ',. hen a -
2 release of any sinnificance becomes necessary, we will notify Pennsylvania authorities,and will issue a public statement describing the release and its significance.

...-J RFSOLUTION WHEREAS, The Borough Council of the Borough of Elizabethtown, as duly elected representatives of 6 sid municipality, are thereby responsible for the promotion of the health, safety and general welfare of the inhabitants of the Borough of Elizabethtown.
AND WHEREAS, the Dorough of Elizabethtown is situate approximately six miles southeast of the Three Mile Island Nuclear Power Plant.
AND WHEREAS, The Borough Council is deeply concerned about the operations at the Three Mile Nuclear facility as it pertains to the continuation of a safe residential environment.
NOW, THEREFORE, BE IT RESOLVED that the Sorough Council of the Dorough of Elizabethtown is strongly opposed to the discharge of radioactive wastes into the Susquehanna River which have radioactive levels above the minimum standards authorized by the Nuclear Pegulatory Commission.
BE IT FURTrER RESOLVEL that the Borough of Elizabethtown requests i
adequate notification prior to any action taken by the Nuclear Regulatory Commission regarding the disposal of said waste into the Susquehanna River.
