Dear Ms. Inouye:
This is in reply to your letter of August 24, 1979 regarding the i
licensing of nuclear power plants by the Nuclear Regulatory Commission.
The 'iuclear Regulatory Commission has requested that no operating license, construction pennit or limited work authorization be issued without prior approval of the Commission.
l The Commission has also requested that the staff fomard to all construction-permit and operating-license applicants for planning and guidance purposes the list of items related to the Three Mile Island accident from the Lessons Learned Task Force and in various NRC Bulletins and Orders, advising the applicants that the list is not complete and will be updated as new informa-tion becomes available. The Conmission has stated that the staff should continue to review on an on-going basis those areas not related to the Three
- itle Island accident.

As a practical matter, some time will be required before licensing activities and proceedings can be completed on pending cases and before any licensing i
decision can be made.
In any event, we assure you that every effort is being

made to ensure the continued protection of the public health and safety at l
all nuclear plants that are currently operating or that may begin operation in the future.

Dear Sir,
j I wish to register shocked disapproval of your action to try to reinstate licensing of nuclear power plants at this t
time.
Hearings of the Kemeny Commission have revealed a history of actions by the NRC which support widespread public concern that the commission gives undue consideration to business in-terests as opposed to considerations of public safety.
This latest action serves to underscore that concern.
k In my opinion the NRC is defective both in staffing and in procedures in order to be the guardian of public safety in-l I
plied by its mandate.
I intend to pursue every channel open to a private citizen to appeal for no more nuclear plant licens-ing unless and until those changes are made in the policy-making t
staff and in the procedures which are necessary so that NRC can do its job.
I anticipate that the report of the Kemeny Commis-sion will be helpful in this regard.
