CLARIFYING AMEN 0 MENT TO ORDER FOR MODIFICATION OF LICENSE By Order dated October 18, 1979, the NRC Staff proposed to amend Facility Opera-ting License No. DPR-73 for the Three Mile Island Nuclear Station, Unit 2 to provide identified license conditions and Technical Specifications rel; ting to the operation'of EPICOR-II to decontaminate intennediate-level waste water pr'esently being stored at the facility. The Order made clear that the license amendment would not become effective until the expiration of the period during which the licensee or other person whose interest may be affected may request a hearing, or,. in the event a hearing is ordered, on the dated specified in an order made following such hearing. It should be clarified, however, that a hearing is not necessary prior to operation of EPICOR-II even though the j
amendment will r.ot be effective until after a hearing, if one is requested
' and ordered, as discussed in the Memorandtsn and Order issued by the Commission

Accordingly, the Order for Modification of License issued on October ~ 18, 1979, is amended to :larify the foregoing by adding the following as the last sentence to the first paragraph of section IV:
