To the Secretary

Dear Sir:

As a participant in the hearings of the Cementon Nuclear Power Plant I like to make the fo11owin6 remarkst P

Firstly,NO NEW nuclear power plant ought to be considered for licensin6 until the designs are completly fail-safe, which is realy not possible, since the human error always has to be taken into account. Nuclear power is to dan 6erous a game.

Three Mile Island has shown that the so-called China-Syndrome can happen, and low level radiation has been proven to be a lot more dangerous, than we were made to believe up to now. Then, there is not yet a way found for the permanent storage of the radio-active waste, which is contaminating the earth. We have no right to make more of this waste. There is too much of it already accummulated. Future 6eneration also have the right to a clean world. Too many tanks of it have co-roded and the stuff has leaked into the earth and 6ane into rivers and creeks. The drinkin6 water in places is questionaole, and fish may not be palatable anymore. It must stop.

Many plants come to the end of beein6 useless, because they are too hot. The decommissioning of the se plants is another problem. They are to hot to be dismantled,so they will be moth-7 01128 0 C) C[ $~

balled in cement.Do we know how lon5 it will take until the radiation will make its way through the walls ? Can it hold it for hundreds of years? Can we leave to future Benerations the world full o f radio-active Pyramids, monuments o f our folly ?

The Nuclear ReSulatory Commission ou6ht to seek safe alternativec. Sunpower heats the hot water in Israel and Au-stralia in most every houce, and at very low cost of install-mant. Where is our know-how in followin6 sult? Electricity is made from steam. Geologista ou6ht to be able to seet out the places, where we can Set the steam from the earth, drill for it, and eliminate the minin6 for the fuel and the transportation for it, and use the direct steam from the earth. It is done in Iceland, why not in America? It would be a cheap and aurely.

clean process. The nuclear way is the dirtiest and also the most oxpensive,1f you figure from minin6 to the solvin6 of the waste problem and the decommissioning into the process.

The question about new hearin68: if plants shodd some in question a6ain, NEED should be the first chapter, not the last. If no need is established, the hearin6s can stop right then and there and the endless details, about the ecolo6y, plant-detail etc. can be avoided.

There should never be a partial permisalon to start work preliminary be fore a full license is granted, nor should there a shovel be put into the ground, or materials be deliverddto a site be fore all hearin6 are over and the license is 61 ben and the people o f the community had their say.

Sincerely yo urs y
