I am writing to express my hope that you will not delay reactor l

licensing due to pressure from Carter's commission. As far as I am l

concerned, the licensing procedure is way too lengthy already, at least from the point of view of protecting the public interest. In the particular case reported in the newspapers, you gave perfectly cogent i

reasons for going ahead.

l I would like to express my sincere admiration for your handling l

of the TMI accident. Your open, calm manner was principally responsible for quickly dispelling the near hysteria of the press, and the appearance i

of chaos within the N.R.C.

I hope that the considerable public stature which you gained at TMI will stand you in good stead in current and future controversies.
