Dear Mr. 3 Mrs. Rosenberg:
This is in reply to your postcard of July 16, 1979 regarding the licensing of nuclear power plants by the Nuclear Regulatory Commission.
The Nuclear Regulatory Commission has requested that no operating license, construction pemit or limited work authorization be issued without prior approval of the Commission.
The Cor: mission has also requested that the staff forward to all construction-pemit and operating-license applicants for planning and, guidance purposes the list of items related to the Three Mile Island accident from the Lessons Learned Task Force and in various NRC Bulletins and Orders, advising the applicants that the list is not complete and will be updated as new infoma-tion becomes available. The Commission has stated that the staff should continue to review on an on-going basis those areas not related to the Three Mile Island accident.
l As a practical matter, some time will be required before licensing activities l
and proceedings can be completed on pending cases and before any licensing i
decision can be made. In any event, we assure you that every effort is being nade to er.sure the continued protection of the public health and safety at all nuclear plants that are currently operating or that may begin operation in the future.
