Dear Mr. O'Reilly:

This telecrar. is to confirm the discussion between Mr. Anthony Fasanc (Region I-!;RC)'and Fr. G. A. Kunder (Supervisor of Operaticos Unit' ;-Tr:)

at 0910 hours0.0105 days
0.253 hours
0.0015 weeks
3.46255e-4 months
,13 0:tober 1976 at Three "ile island.

A violaticn of the Enviren ental Technical Specification 2.2.2.3 (Page 10) occurred in that the Plant River Water Discharce ci,sclved sclids exceeded the limit c' 700 op, raxir.;, en 12 Octcher 1976, carin:: the relean of a waste neatrilizing tank. Analysis of the dissolved solids in tr.e F139; River Water Distnarge on 12 October 1976 was 772 com. Reanalysis imi.ne::

735 ppa. The total volure released frcn the Tanr. was a,nproxirately 51, 30 gallons.

It is not precisely kncan what caused the incident; however, it is believed that either the !'eutralizing Tank discnarge valve Sy n5vc crened rare than the recuired position or the sarple ccliected at the discharge

- Was not truly representative. Durie.o the oiscnarge, t'ie valve scsiticn was personnally verified to be in its co-rect position, so it is re cte!*.

cossible, that a spuricus centrol prcbic could hSve opened the vilee fur *ns.

but this can neit*:er be ccnfir ed nor absolutely disprcved. Mditicnally, the sar;'le technique is being investigated to determine the pcssi::ility of collecting a misrepresentative sarple.
