Dear Mr. O'Reilly:
This telegram is to confirm a conversation betvam H.W. Crocker (Region'I-DRO),
and J.G. Herbein (TNI-Superintendent) at 1503 HRS 25 May 1974.
Violation of the Enviromntal Technical Specification-2.1.a. (2) (page 3) in that service water discharge differential tegerature was decreased at a rate exceeding 20F/hr..on 26 May.
Durine cocid:wn 6f the RCS, the difference between service water discharce tenerature to the river and plant inlet river water-tenperature was changed fron +70 AT to 00 AT ever a une hour period. The decrease in differential ter:perature c: curred when the service water cooling tower fans were er,ergized.
Upon, indication that the differentfal teccerature had changed at a rate exceading 20 ai per hour the n=1ber of cooling to ver fans in operation was reduced to one.
The service water cooling tower fans mthod of operation was adjusted to caintain
