Dear Mr. Hossler:
Your letter of July 16, 1979 to Chairman Hendrie on behalf of a Pennsylvania citizens group called PANE has been referred to this office for reply.
As you may,know, the Commission on July 2,1979 ordered that the Three Mile Island Unit No. I reactor remain in cold shutdown condition until completion of a hearing on matters related to any possibic restart. In that Order, the Commission announced its intention to issue within thirty days (since extended to August 10, 1979) a more detailed Order and a Notice of Hearing in the matter. I am enclosing copies of the July 2 Order and the August 1st Order extending until August 10th the time for issuance of the Notice of Hearing.
When a Notice of Hearing is published, interested persons will be able to petition to intervene in the proceeding. I have requested that your name be added to the service list so that you will be sent a copy of the Order and Notice of Hearing when it is published.
I am also enclosing for your information a copy of the Commission's Rules of Prac-tice, Part 2 of Title 10 of the Code of Federal Regulations. While the Commission has not yet spelled out the procedures to be followed in the proceeding on Three Mile Island Unit 1, it is likely that many of these rules of practice will be applicable.
In particular, I call your attention to Appendix A of the Rules of Practice which

describes in narrative form the general procedures followed in hearings conducted by the NRC. When the Notice of Hearing is published, it will provide specific instruction regarding the filing of petitions to intervene. 7 9 08 27 0 /// O g' It is very likely that hearings conducted on this matter will be held in the vicinity of the facility, which is the general Commission practice for public hearings re-lating to particular facilities.
