UNIVERSITY OF NEW MEXICO - REVIEW OF THE OPERATOR REQUALIFICATION PROGRAM FOR THE AEROJET-GENERAL NUCLEONICS-201 MODIFIED NUCLEAR REACTOR (EPID NO. L-2019-LLL-0006)
Dear Dr. Busch:
By letter dated January 30, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19052A050), the University of New Mexico (UNM) submitted an updated Operator Requalification Program (ORP), dated January 2019, for the UNM Aerojet-General Nucleonics-201 Modified Reactor, for U.S. Nuclear Regulatory Commission (NRC) review. During the NRC staffs review of the UNM ORP, dated January 2019, the NRC staff identified additional information needed to continue its review of the ORP. Therefore, by letter dated July 16, 2019 (ADAMS Accession No. ML19190A321), the NRC staff sent UNM a request for additional information (RAI) related to UNMs ORP. By letter dated September 10, 2019 (ADAMS Accession No. ML19267A041), UNM responded to the NRC staffs RAI, and submitted a revised updated ORP, dated September 2019.
The NRC staff has reviewed the UNM ORP, titled Operator and Senior Operator Requalification Program, University of New Mexico, AGN-201M Reactor Facility, dated September 2019. The NRC staffs review concluded that the ORP, dated September 2019, is consistent with guidance contained in industry standard American National Standards Institute/American Nuclear Society-15.4-2016, Selection and Training of Personnel for Research Reactors, meets the applicable requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54, Conditions of licenses, paragraph (i-1) and 10 CFR Part 55, Operators' Licenses, and is acceptable. We request that you begin to implement your approved program immediately.
During its review, the NRC staff noted that the UNM ORP does not include measures for implementation of an alternative training program pursuant to 10 CFR 55.59, Requalification, paragraph (c)(6). If UNM finds the need to implement an alternative training program in the future, please recognize that UNM will need to submit the alternative program to the NRC for approval.
