SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 31, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 31, 2019. The purpose of the meeting was to discuss SNCs supplement for LAR 19-003, Addition of In-Containment Refueling Water Storage Tank [IRWST] to Radiation Analyses.
The meeting notice can be found in Agencywide Documents Access and Management System (ADAMS) Accession No. ML19248C503. The meeting notice is also posted on the NRC public website. Technical Discussion on LAR 19-003: Addition of In-Containment Refueling Water Storage Tank to Radiation Analyses.
On October 31, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss SNCs supplement for LAR 19-003. The discussion is summarized below:
For clarification question #1, SNC explained that it used NUREG/CR-5950, Iodine Evolution and pH Control (ADAMS Accession No. ML063460464), Section 3.2 to calculate the total iodine concentration. The NRC staff took an action to review NUREG/CR-5950 and determine if any additional clarification is needed regarding the iodine concentration in the IRWST.
For clarification question #2, SNC explained that the hydrogen igniters are non-safety related equipment used to support beyond design basis scenarios. In addition, the ignitors have a 10 day mission time and the analysis used a 2 week bounding dose rate.
SNC took an action to review Updated Final Safety Analysis Report Table 19D-5, Equipment and Instrumentation Operation During Time Frame 3 - Ex-Vessel Core Relocation to determine if there is a discrepancy in the mission time analysis. The NRC staff took an action to discuss further with severe accident staff.
For clarification question #3, SNC explained that the hydrogen ignitors are non-safety related equipment and under normal operating conditions, beta radiation is a fraction of the radionuclide mixture. The staff agreed that typically beta radiation is not significant to the normal operation environmental qualification dose, however, for the equipment inside the IRWST, it was unclear if beta radiation could be significant because of the potential airborne radioactivity inside the tank. The NRC staff recognized the determination for clarification #1 regarding iodine concentration affects this question and the NRC staff will follow up with SNC if there are further questions. SNC took an action to confirm if the cabling to the ignitors have copper armor or some other protection.
At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
