EXAMINER STANDARD CHANGE REQUIREMENTS l
This memorandum is in response to your internal, "NRC Operator Licensing i
i Clarification / Guidance," memorandum AVJ-44-87, dated August 18, 1987. The purpose of your memorandum is consistent with our desire to identify areas in 1
policy and guidance that may need to be revised, expanded or strengthened to l
ensure consistent program application at all levels in all regions.
It is not my intent to impede your participation in improving the consistency of 4
the operator licensing program in the regions but rather to forward to you
]
the procedure for effecting changes to the Examiner Standards (ES), NUREG 1
1021.
Headquarters OLB is the focal point and authority for the operator licensing program. As such, we maintain and update the ES and verify that contractor assignments are administered uniformly. To help ensure consistency we must insist that tS' ' is one and only one set of standards for all examiners to use for guidat and informal contract modifications are not authorized.
If j
amplifying remarks are required for any ES then there is a procedure to submit a proposed revision to the applicable standard. Additionally, there should not be a standard or part of a standard that does not apply to all i
regions unless specific exemption is authorized in writing.

Enclosed is a Draft Assessment Standard AS-102, " Changes to Examiner Stan-dards and Assessment Standards." Please review your memorandum and remarks i
i for possible revisiors to the ES and submit your recommendation to OLB using j
AS-102, as guidance.

PURPOSE 1.
To outline the general methodology for revision to existing Examiner Standards and Assessment Standards.
B.
BACKGROUND 1.
The delegation and assignment memoranda and the implementation procedures require that changes to these procedures be managed by OLB-HQ.
C.
IMPLEMENTATION PROCEDURES

As NRR's designet, OLB-HQ shall be responsible for defining the direction of the Operator Licensing Program by establishing, distributing, and managing changes to

the Examiner Standards and the Assessment Standards.
2.
The regions shall bring potential generic items to the i
attention of OLB-HQ for consideration of procedural changes.
to the Examiner Standards or to the Assessment Standards shall be copied to the other Regional section chiefs.

- 3. OLB-HQ shall review all correspondence from NRR or the regions that may affect the overall operator licensing program, including the annual evaluation report to NRR from each region of activities which are the subject of these procedures, including recommended changes to the program.

OLB-HQ shall provide an evaluation of all proposed changes and shall circulate the proposed changes to all

.2 regions for comment.
The Regional Offices shall be allowed 30 working days to comment on proposed changes.
5.
OLB-HQ shall evaluate all comments and shall generate and circulate an appropriate revision or an evaluation justifying a no-change decision.
6.
OLB-HQ shall review the Assessment Standards annually to assure compatibility with current policy and practice.
7.
Special short term changes to the Assessment Standards and the Examiner Standards may be made by the Director, HRR.
B.
The effective date of the change shall be upon is'iue unless an alternate implementation date is specified.

DOCUMENTATION REQUIRED 1.
All recommendations for changes to the Assessment l
Standards and the Examiner Standards shall be made in writing.
2.
OLB-HQ shall respond in writing or tele communications to all recommendations, and shall maintain a control system of all requests and the final action taken.
Fo::m AS-192-1 may be used for this purpose.
3.
A change shall be issued as a replacement page with the changed sentence, paragraph, or section highlighted by a
. vertical line at the right hand margin.
