In accordance with a request from Mr. Eugene Gallagher of your office, we are providing this supplemental letter concerning silting of the intake flume and Sargent & Lundy's review of the situation to determine whether it should be classified as a Part 21 item.

Sargent & Lundy did conduct an engineering review and concluded that the sedimentation accumulation in the intake flume is not a design deficiency. Documentation identified this condition in early 1974 and copies of this documentation were provided to Mr. Gallagher at the site for his review. We have also reviewed the data serving as a basis for Sargent & Lundy's conclusion and concur that removal of silt from the intake flume is a normal plant operational function.

The depositing of silt in the service water intake flume is continuing to be evaluated and the data, when collect ed, will be the basis for the establishment of a monitoring program to assure that river water is always available for the service water system. The monitoring pro-gram is under development at this time and upon completion, Region III will be apprised of the program in detail. The plan vill also address conveyance of silt through the service water system, adequate blowdown of equipment to assure reliable operation, and other precautions required by use of Ohio River water for cooling purposes.
