SECY-80-120A-APPROVALLO A PROPOSED LICENSE TO EXPORT HIGH ENRICHED URANIUM TO JAPAN (XSNM01271, SECY-80-120)

(COMMISSIONER ACTION ITEM)

This is to advise you that the Commissioners have reviewed the subject license to Nissho-Iwai American Corporation. The Commission (with all Comissioners approving) has accepted your recommendtion to export to Japan 42.0 kilograms of uranium, enriched to 93.3%, in the form of uranium hexafluoride.

In connection with their respective approvals, two Commissioners provided the following comments:

Chairman Ahearne "I would like the staff to provide a more detailed description of the transportation method and associated physical security arrangements for transit of the material from the U.S. to Japan."

Comissioner Bradford "I would not approve future shipments without a facility attachment."

The Office of International Programs was informed of this action by telephone on April 2, 1980.

It is requested that you provide a response to Chairman Ahearne's request through the Office of the Secretary by c.o.b. April 18, 1980.
