The Babcock 6 Wilcox Company Commercial Nuclear Fuel Plant requests that the due date for booking SNM physical inventory results be extended approximately two weeks to February 25, 1980. The physical inventory began on January 11, 1980 which resulted in a scheduled completion date of February 10 for final booking of the inventory.
CNFP had planned to use an inhouse nondestructive measurement method to verify previously made measurements for items not maintained under tamper-safing, as described in Chapter 5 of the Fundamental Nuclear Materials Control Plan. However, during an inspection conducted at the time of physical inven-tory, the inspector tated that the use of an NDA system to verify previously made measurements without a "notwithstanding" license condition was at variance with 10 CFR 70.51(f)(3). Therefore, the
'e NDA system was not used, and an additional 120 samples were instea to an outside labo-ratory.
The added load at the analytical laboratory has caused the schedule for completion of all CNFP inventory analytical work to extend into the 30 day period to the extent that final booking of inventory results 'will be delayed past February 10.
Preliminary results, however, indicate that the inventory difference will be within regulatory limits.
Attached to the original signed copy of this letter is BGW check no. 23426 to cover the $150.00 administrative licensing fee.
