, OCCURRENCE DATE: March 11. 1980 Page 1 of 3 FORT ST. VRAIN NUCLEAR GENERATING STATION PUBLIC SERVICE COMPANY OF COLORADO 16805 WELD COUNTY ROAD 19 1/2 PLATTEVILLE, COLORADO 80651 REPORT NO. 50-267/80-14/03-L-0 FINAL IDENTIFICATION OF OCCURRENCE:

On March 11, 1980, with the reactor in a shutdown condition, engineering personnel observed that emergency boiler feedwater snubber BFS-228E was inoperable.

Since the reactor had been operated at power during the surveillance interval, this constitutes operation in a degraded mode of LCO 4.3.10, and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTION:

On March 11, 1980, with the reactor in a shutdown condition, engineering personnel observed that the pin at the piston rod eye of emergency boiler feedwater snubber BFS-228E was missing. See details of Figure 1.

Because this pin was missing, the snubber was not properly attached to the pipe, and was therefore inoperable. This snubber was verified operable f per approved surveillance procedure one week prior to the occurrence.

CAUSE DESCRIPTION: l There appears to be no cause traceable to plant operation which can account for the missing pin.

CORRECTIVE ACTION:

A new pin was fabricated and installed and the snubber was returned to service.

The present surveillance interval is 6 months + 25%. No change is required

! as a result of this occurrence.

No further corrective action is anticipated or required.
