~# 500 SOUTH 27TH STREET, DECATUR, ILLINOIS 62525 March 24, 1980 Mr. James G. Keppler Director, Region III-Office of Inspection & Enforcement U. S. Nuclear Regulatory Commission 799 Roosevelt Road.

Dear Mr. Keppler:

Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permits No. CPPR-137 & CPPR-138 This is in reply to your letter of February 6, 1980, whereby you forwarded IE Bulletin No. 80-03 which reported on a problem regarding loss of charcoal from standard type II, 2-inch, tray adsorber cells.

The Clinton Power Station does not use the type of adsorber trays discussed in IE Bulletin 80-03, but instead uses vertical gasketless adsorbers manufactured by American Air Filter Co., Inc. Many of these adsorbers have been delivered, so a visual inspection was conducted.

On our charcoal adsorber cells the screens are spot welded to the frame at approximately one-inch intervals around the screen's peri-meter. In addition, there are horizontal structural members used to increase the rigidity of the screen's attachment. Inspection showed that workmanship on the adsorbers was good and no sagging or gaps in the attachment of the screen were found. Loss of charcoal or the formation of voids does not seem possible with this type of adsorber construction.

Sincerely, d
