On March 21, 1980, John F. Doherty, a pro se intervenor in the captioned proceeding,-

filed a document which is styled as an Tp%al" in behalf of F. H. Potthoff III.

Of course, one participant in a proceeding has no standing to assert the rights of another.

10 C.F.R. 62.714a(b) provides that an order wholly denying a petition for leave to intervene is appealable only by the petitioner.

However, Mr. Doherty apparently was relying, in filing his pleading, on the language set forth in the Licensing Board's March 10, 1980 Order (p.109).

The Staff, therefore, believes that Mr. Doherty's " appeal" in Mr. Potthoff's behalf should be treated as a brief in support of Mr. Potthoff's own appeal, which the Staff has addressed in a brief filed contemporaneously with this letter.

The filing of a brief by Mr. Doherty in support of the appeal is, of course, pemitted pursuant to 10 C.F.R. 92.714a(a).
