Enclosed is a resconse to U.S. Representative Sidney Yates from Mr. William J.

Dircks, Acting Executive Director for Operations, regarding the status of the NRC decision on whether an Environmental Inpact Statement is needed prior to the decontanination of the Dresden I reactor near Morris, Illinois. Attached to this response, you will find an enclosure, " Discussion of the Concerns Expressed by the Illinois Safa Energy Alliance Related to the Dresden Unit I Decontanination."

While the NRC decision to consider the need for an EIS is laudable, this discussion of the ISEA's concerns is extremely inadequate. Only three concerns, apparently taken from our January 23,19S0 letter to members of the Illinois Con 6ressional delega-ion, are mentioned. The complete list of concerns, forwarded to Mr. Dennis Zieman on January 3,1980, includes twelve concrehensive Doints--see " Serious Unknowns
