Dear Senator Proxmf re:
This is in response to the third paragraph of Marj Charlier's letter to you of January 7,1980, wherein she raised questions regarding the safety of the Point Beach nuclear facility at Two Creeks, Wisconsin.
From her letter, I am sure she is referring to the recent problems with steam generator tube degradation which Wisconsin Electric Power Company is experiencing at Po'nt Beach Unit 1.
These problems and our evaluation of their safety significance are explained in detail in the enclosed letters and related attachments to the Wisconsin Electric Power Company dated November 30, 1979 and January 3,1980. As a result of these recent problems, we have ordered increased inspections, tests, and operating limits to assure that the public health and safety will not be endangered by the continued operation of this unit.
An additional inspection of the steam generator tubes will take place in March 1980.
The licensee will not be able to resume operation following this inspection until we have reviewed the situation and made a determination that the plant can safely do so.
Such a determination may involve the requirement for a continuation of frequent inspections or other restrictions as indicated by the inspection results.
You can be assured that the NRC is following this matter closely.
