Learned from the Three Mile Island Accident. This information was provided in response to questions raised during an NRC inspection visit to Big Rock Point February 28 and 29, 1980.
In a telephone conversation with Consumers Power Company (Roger Huston) on April 9, 1980, NRC (Charles Long) requested additional clarification of one item in the March 14, 1980 letter. The item of concern involved the conditions under which the shift supervisor would be permitted to leave the control room during off-normal situations.
The shift supervisor will remain in the control room unless properly relieved whenever a site or general emergency has been declared. This policy was reported in the March 14, 1980 letter. This statement should be interpreted as permitting the shift supervisor to leave the control room for brief periods of time under the less serious conditions of unusual events and alerts if the shift supervisor determines that his absence from the control room is in the best interest of plant safety.
