Dear Congressman Harris:
In your letter of March 4,1980 to Harold R. Denton, you urge that we promptly review the Virginia Electric and Power Company's application for a low-level license so that North Anna, Unit 2 will be ready for immediate operation once the general oratorium on new operating licenses is lifted.
With respect to this matter, we are actively pursuing the preparation of a Safety Evaluation Ieport for the North Anna Power Station, Unit 2 and we anticipate publication of that document ir, the near future. The decision, however, to issue a i operating license as indicated in the Policy Statement on the TMI-2 accident issued by the Commission on October 4, 1979, will require action by the Commission itself.
In this regard, we expect to discuss with the Commissioners in late March, the issuance of an authorization to load fuel and perform low power testing at the North Anna, Unit 2 facility.
I trust that the above information is responsive to your concern. Let me assure you that the review of the North Anna Power Station, Unit 2 application is being actively pursued.

Dear Mr. Denton:
It is my understanding that the NRC Commissioners voted last Thursday, February 28th, to grant a temporary low-level license to TVA's Sequoyah Unit #1 which will allow TVA to run the plant at low-power levels not to exceed 5% of its full capacity. As you know, VEPCO has submitted to the NRC a similar low-power license application for its North Anna #2 Unit.
In light of the NRC approval of TVA's application, I am hopeful that the Commissioners will,2ove promptly to process the low-level license for VEPCO's North Anna #2 Ut.;t.
The issuance of such an interim license would allow VEPCO to begin fuel loading and low-power operation while the NRC determined the additional safety requirements required for full operation.
I urge you to pro.nptly review VEPCO's application for a low-level license so that North Anna #2 will be ready for immediate operation once the general moratorium on new operating licenses s lifted.
