Dear Mr. Scott:

Your letters of November 29, 1979 to President Carter and to the Nuclear Regulatory Commission, have just recently been referred to me for reply.

In your letter, you indicated concern regarding actions taken by Virginia Attorney General Coleman, Governor Dalton and the State Corporation Commission regarding the issuance of an operating license for North Anna Power Station, Unit 2.

I am enclosing a copy of a letter which we have transmitted to the Attorney General of the State of Virginia which discusses our position regarding the issuance of an operating license for North Anna Power Station, Unit 2.

I trust that the letter to the Attorney General will explain the NRC position regarding the licensing of North Anna Power Station, Unit 2.
