We will continue to monitor the pH concentration as required bv our license and report the deviation as they occur mealizing they have no impact on the environment. We understand that any pH deviation on this discharge will be ignored by the Environmental Protection l Agency and that we will not be cited for such violations. i As discussed by telephone on March 23, between D. Potter of our staff and T. Landry of your staff, you will continue to collect this pH data as reported on our monthly submittals. Boston, Massachusetts 02114 Subj ec t: Maine Yankee Atomic Power Company I EPA Permit No. ME0002569 DEP Permit No. 746 Gentlemen: l Attached is a sketch of the various water discharges from Maine Yankee Atomic Power Plant as listed in the subject Water i Discharge Permit. As can be seen by the sketch, discharge 001D L is actually a component of the Service Water Discharge 001B. Discharge 001D, Liquid Radiation Waste is water from i various sources within the controlled area,,largely composed of condensed steam from the boron recovery system. This liquid is held in storage tanks, checked for radioactivity and then released at a controlled rate into the service water discharge line 001B. r We currently monitor 001D on a monthly basis for flow, temperature and pH. Discharge 001B is monitored bi-weekly for l flow, temperature, suspended solids, oil and grease and pH. i i The normal maximum flow from 001D. is 100 gpm while the i normal minimum flow of 0013 is 10,000 gpm providing a minimum i dilution rate of 100 to 1. I Recently we have experienced compliance problems with this discharge in that pH readings have been below permit limits l l (Please see our letter dated January 9,1976). However, because of the dilution the pH of effluent 001B has always been within limits. An investigation into the problem, indicates that a control I system and additional tankage would have to be installed to effectively regulate the pH of the 001D discharge. This system is conservatively es tima ted to cost $40,000. It would seem that no possible benefits would be derived from such a system. We therefore request that the license requirements to monitor the pH of discharge 00lD be eliminated. If deemed desirable we would not object to the requirement tha t a minimum flow rate be maintained thru 001B sufficient to provide 100 to 1 dilution to 001D wherever releases are being made.

Ref: Waste Discharge License Certificate No. 746 issued July 9,1975, expires July 9, 1980. Please consider this as a formal request to modify the Maine Yankee Waste Discharge License Certificate. We request that the specified heat rejection rate limitation be deleted as unnecessary or in the alternative that it be increased from 1768 Mwe to 1850 Mwt. The Lic.ense Certificate contains a irovision that the daily maximum heat rejection rate, not exceed 1768 megawatts l l thermal..See license limit II.2.a. I The calculation of heat rejection rate'directly by measuring water flow and temperature rise is too inexact to be practical.- Water flow rate varies substantially with the -~ ~ i tide level (and other plant conditions) and temperature sen-sors are not sufficiently accurate. Therefore, Maine Yankee has, with DEP staff approval, been calculating the heat re-jection rate by subtracting plant net electric al output from reactor power level. This method yields consistently accu-rate but conservative results because it assumes that all waste heat is discharged into the water and none to the atmosphere. While.a substantial amount of heat is rejected to atmosphere.from equipment, steam lines, building ventila-it probably does not exceed 1%.of the tion systems, etc.,it would be extremely difficult, total. Of course, if not impossible, to accurately determine the atmospheric heat rejection rate.' - O

Warren September 27, 1979 page 2 In reviewing our records July and August last, we discovered that the heat rejection rate conservatively calculated as described slightly exceeded the specified limit on twelve occasions. See the attached tabulation. In the worst case, the limit was exceeded by 0.8%. During the period the plant was operating at 97% of maximum capacity for other reasons. You will note that.other related limits of discharge water temrerature and the temperature rise, mixing zone tempera are, and discharge water flow rate were not exceeded during the period. We are not aware of other instances where heat re-jection rate has been included as a license limit and believe it is unnecessary given the previously noted related limits. We would prefer to have the heat rejection limit deleted from the License, however, if such an approach is nd: acceptable, we request the limit be increased to 1850 Mwt. That value would be adequate for full power operation using the conservative calculation method.- Whereas, other related limiting conditions would not be charged, we believe this minor' modification to the license l will not have any discernible adverse environmental impact. i The present limit is not a problem during the cooler months of the year because plant thermal efficier.cy is improved. Therefore, Department action upon this request could be deferred until the license renewal date, scheduled for April 9,1980. However, we would appreciate an earlier review by the DEP Staff so that we may have ample time to address any concerns. Please inform me of your preference l so that we may proceed along the same schedule with EEA.
