Enclosed, as was requested at the Pre-Hearing Conference on March 13, 1980, is the September 26, 1979 Memorandum from R.
Wayne Houston, Chief, Accident Analysis Branch, DSE, to Daniel R. Muller, Acting Director, Division of Site Safety and Environmental Analysis,
regarding NUREG 0625 Report of the Siting Policy Task Force.
Note in particular page 6 of the Memo which indicates that Bailly alone of all the active nuclear power plants in the country fails to meet all six siting criteria used and contains the smallest exclusion radius.
The siting criteria on page 3 of that Memo are those identified in Section 3.2 of NUREG 0625.
I also enclose a copy of Illinois' Request for Hearing filed on March 5, 1979.
This is also to confirm that the State of Illinois has consented, as requested by the Presiding Officer at the Pre-Hearing Conference, to assist the pro se intervenors with filing and service of pleadings until the Presiding Officer has determined Commission past practice regarding filing and service by pro se intervenors.
