This is in response to your question:; of March 7,1980.
For clarity, we have repeated your questions below and followed each question with our response.
1)
When working to a sl ecification requiring qualification of inspection i
personnel in accordance with ANSI 45.2.6, is it permissible to employ Level I personnel for performing direct inspections using approved pro-cedures and attesting to the accept / reject status of the item, i.e., in the case of visual inspection of welds or fit-ups, etc.?
i Response)
It is permissible, in accordance with paragraph 3.2 of N45.2.6-1978, for a Level I person to perform direct inspections using approved procedures providing he has the necessary experience and training and has demonstrated proficiency in the use of the tools and equipment needed for the particular inspections. Under these conditions, a Level I person should be capable of attesting to the accept / reject status of an item that he has so inspected.
For the example cited, the visual inspection of a weld or a weld fit-up, the Level I inspector must sat-isfy the requirements as noted above.
2)
Is the Level II individual then responsible for reviewing and evaluating the inspection reports or other records gen,erated by the Level I?
Response) Yes.
These activities can be performed by either n Level II or Level III individual.
In accordance with the fourth item of Table 1 of N45.2.6-1978, the Level II or Level III individual should also evaluate the validity and acceptability of the inspection results.
3)
Para. 2.4(7) - Would a specific physical examination (other than standard employment physical) be required for Level II Quality Assurance personnel performing strictly review / evaluation of records type functions?
Response) A standard employment physical generally satisfies the requirements of paragraph 2.4(7) of N45.2.6-1978.
Only in a case where there are special physical requirements to perform the job would a special physical examination be required and that would be determined by the inspector's employer.
