3 0700113A04S BACKGROUND By application dated January 17, 1980, General Electric Company requested authority to obtain and use up to one gram of U 0s containing uranium 3
enriched up to 93% in U-235, in the form of NBS standard reference material.
The U 0s will be pelletized into two 500-milligram wafers, which will be 3
sealed into a stainless steel bar with epoxy resin, and used for calibration of a system to monitor liquid waste. The standard reference material will be exter'1al to all piping and hence the standard material cannot be accidentally introduced into the process.
DISCUSSION The licensee's radiation safety program was reviewed and approved prior to issuance of the renewal license in May,1976.
Required elements of the safety program at the GE plant are described in Appendix A of the license application, which is incorporated into the license by reference in Condition 9.
Appendix A includes the required qualifications of the radiation protection staff, training program, instrument surveillance and other technical requirements. The adequacy of the staff and program to deal with the additional radioactive material has been demonstrated by the operating history of the plant. On February 21, 1980, the proposed amendment was discussed with Mr. John Kahle of Region II, Office of Inspection and Enforcement and he recommended issuance.

, MAR 5 1980 CONCLUSION The GE staff is qualified to handle the proposed additional radioactive material without adverse effects. Approval of the authorizing amendment is recommended.
