SUMMARY
OF MEETING HELD WITH PHILADELPHIA ELECTRIC COMPANY ON DECEMBER 18, 1979 On December 18, 1979 we met with representatives of Philadelphia Electric Company (PECO), PEC0's architect / engineer for Limerick, Bechtel, and PEC0's foundation consultant, Dames and Moore. The purpose of the meeting was to gather informa-tion on the effects of blasting at the Pottstown Trap-Rock Quarry on the safety related structures at the Limerick facility. The persons attending the meeting are listed in the Enclosure.
In the meeting, PEC0 discussed the monitoring of blasting that they had per-formed. PEC0 has records for three blasts from the quarry. These blasts were dated June 24, 1970, September 8, 1974, and April 8, 1976. Copies of the blast records were to be forwarded to the staff. PEC0 felt that the vibratory motion from the quarry blasting was so low that there would be no detrimental effect on the structures at the Limerick plant. As an illustration, the peak velocities from the June 24, 1970 blast were reported as 1.9 inches per second at 250 feet from the quarry face and 0.03 inches per second at 2800 feet.
We asked for any further data on# vibratory ground motion which may have been observed in the vicinity of the nuclear facilities structures. Bechtel stated that blasting had been performed on the site for pipe trenches and the founda-tions of several structures. During construction, Bechtel had used a procedure to protect fresh uncured concrete from damage from such blasts. The procedure considered (1) the curing time of the concrete, (2) the size of a proposed blast, and (3) the distance from the structure to the blast to assure that a safe vibra-tion level was not exceeded. A portable velocity seismograph instrument was used to record each construction blast.
Bechtel stated that they had many blast records and we requested that they pick out several representative records for submittal to the NRC.
There were two other items that we requested that PEC0 provide.
The first was a drawing showing the location of all safety related structures and the closest possible location due to future quarry expansion. The second item was a compari-son of the response spectra to be developed from the quarry blasting records and the postulated operating basis earthquake response spectra for the facilities design.

d MAR 2 0 W The other concern that we presented to PEC0 was how to address the possibility of changes to the blasting techniques used in the quarry.
Continued monitoring of the effects of blasting by PEC0 was discussed. We stated that while the present quarry operators were satisfied with their current blaster, there is nothing to preclude the operator from changing his blasting methods. Such changes could have an effect on the facility.
