Dear Mr. Crow:
The Lynchburg Research Center (LRC) performs nondestructive and destructive examinations on irradiated commercial reactor fuel assemblies in the hot cell facility. This work has been performed on four fuel assemblies in the previous five years. Clean up of the hot cells is now necessary. This need was identified about a year ago and was scheduled for January, 1980. The continuation of this examination program depends on the clean up operation in order to reduce the levels of radiation within the cells.
Under normal circumstances the vaste resulting from the clean up would have been shipped to a disposal facility.
In October, 1979 the only waste disposal facility licensed to receive transuranium waste was closed. The facility was again opened but was no longer accepting transuranium vaste. With no facility available to receive vaste with concentrations greater than 1 X 10-8C1/ gram it is now necessary for the LRC to store the waste temporarily until such time as a receiver is identified. At the present time I estimate that two years may be required for this on site storage.
Several facilities are available on site with sufficient shielding to permit storage of the sealed waste containers. However, each of these facilities s
has been found to be unsuitable because their physical locations require some degree of personnel handling of the containers which will result in exposures ahich are not acceptable under our ALARA principles.

. I therefor request that license SNM-778 be amended to permit the construction and use of a temporary addition to our solid waste storage facility (Building J)..This addition will consist of a concrete slab 20 ft long and 32 ft wide added to the aorthwest side of Building J.
The shielded facility will be approximately 15 ft by 30 ft and 8 ft high. The three outside walls will be 4 feet thick (4 blocks) and the wall abutting Building J will be 3 feet thick (3 blocks). The interior dimensions will be approximately 8 feet 4 inches by 21 feet 4 inches. The walls will be constructed of un-mortared concrete blocks, each weighing approximately 140 pounds. Access to the interior of the addition will be via the metal roof which will be hinged to Building J.
The roof, when closed, will incline downward toward the northwest to allow for water run off.
The roof will be constructed so that it will close flush with the top of the blocks and will be locked when vaste containers are stored in the addition.
The addition will be provided with heat to prevent moisture accumulation.
Material stored within the addition will be in DOT specification containers or NRC approved containers suitable for offsite shipment. These will not be stored with overpacks if they are required for shipment.
I feel that the effects of this request will have a negligible effect on the human environment for the following reasons:
1.
The land on which this construction is to take place is dedicated for storage of containerized dry radioactive waste.
2.
Th'e storage of the radioactive material in DOT specification containers or NRC approved containers precludes any release of the stored material to the human environment.
3.
The construction and use of this storage facility will not result in an increase in the number of personnel employed at the Lynchburg Research Center.
4.
There.is no increase in the effects of accidents previously analyzed.
5.
The use of the proposed facility does not result in substantial change in procedures, either in the license or facility procedures, which govern the handling or storage of this type of waste.
This application does not require changes to be made in Appendix A " License Conditions" of either our license document BAW-381, " Demonstration and Con-ditions for License SNM-778" or the application for renewal of License SNM-778.
It does require revisions to the demonstration section 3 in both documents.

. I wish to make it clear that this structure should be considered temporary and for this reason the concrete blocks will not be mortared together.
It is the intent of the LRC to ship the material stored within this addition to a disposal facility as soon as practicable after such a facility is autho-rized to receive it.
I consider this structure to be an addition to Building J and the license conditions and procedures governing the handling and storage of the licensed material in the addition to be the same as those in effect for Building J.
I consider the material stored within this addition to be stored indoors.
The hot cell cleaning operation must begin soon to permit planned fuel exami-nations to proceed.
I therefor request your early approval to permit construc-tion to begin within two weeks of the date of this letter. The use of the facility as described is needed within four weeks. This timing is necessary because an interim facility will have to be used to store the waste in the event the schedule cannot be met and this will require additional handling of the material and will result in additional personnel exposures.
I am enclosing a check in the amount of $1400.00 to cover the fee listed for a minor amendment pursuant to 10 CFR 170.31.
