Dear Mr. Keppler:
Reference (a) transmitted the report of an inspection performed by Ms. G. M. Christoffer and Messrs. J. C. Belanger and J. James en November 5-9, 1979 of activities at Quad Cities Station.
This report indicated that certain of our activities appeared to be in noncompliance with NRC requirements.
The attachment to this letter contains our response to the items of noncompliance in accordance with 10 CFR Part 2, Section 2.201.
Since this attachment contains information concerning industrial security mattars, the attachment should be withheld from public disclosure in accordance with 10 CFR Part 2, Section 2.790 requirements.
Please address any additional questions you may have concerning this matter to this office.

'I0037 Ms,. g ATTACHMENT viCyg RESPONSE To NOTICE OF VIOLATION 04 74 Items of non-compliance identified in Appendix A of the NRC letter dated December 27, 1979 are responded to in the following paragraphs.
1.
Paragraph 5.2.2 of the approved security plan states: "The protected area isolation zone is the space between the double fences and a space approximately 10 feet wide extending along the inaer fence."
Contrary to the abcve, on November 5,1979 the inspectors observed an area of tall weeds and brush In,the northwest section of the isolation zone.
CORRECTIVE ACTIONS TAKE'i A*C REPJLTS tCHIEVED: As verified during a subsequent tour of the protec ec area by NRC inspectors, the removal of all weeds and brush f rom the isolation zone was accomplished prior to the exit interview on November 9,1979 CORRECTIVE ACTION TO BE TAKEN TO AV01D FURTHER NON-COMPLIANCE:
In addition to the vegetation barrier wnich was installed prior to the inspection, a spraying program to prevent growth of vegetation in the isolation zones will be accomplished in 1980.
DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED: As agreed upon in the exit interview of Novemcer 9, 1979, full compliance had been achieved.

Section 9.3.1, sub-paragraphs (b), (c), of the approved security plan requires individuals and hand-carried items to be searched prior to entry into the protected area. Centrary to the above, on November 8, 1979, two individuals who alarmed the portal metal detector weie not searched prior to entry into the protected area.
In addition, two hand carried items were not searched.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED: The results of the NRC inspection on November 5, 1979, do not serve to typify normal ingress screening operations at Quad-Cities Station.
Of the four search lanes available for ingress searching operaticns, the explosive detectors in Lanes 1 and 2 were out of service for repair.
Therefore, when problems developed with the metal detector in search
. lane 4, traffic could not be diverted to either lane 1 or 2.
The metal detector in lane 4 suddenly began emitting spurious alarms even though the detector passed an operaticnal test approximately 30 minutes earlier.
The unusual high volume of traf fic, coupled with the high frequency of alarms from the metal detector,did create a confusing situation.

,The follcwing corrective action has been taken regarding access control:
A.
An additional member of the security guard force has been assigned to assist access control during heavy traffic problems.
B.
Other operations, such as visitor and vehicle entry into the station, are being delayed until peak traffic periods have passed.
C.
Contract guard force sugnvisors have been instructed on the importance of posit!.ve control of ingress operations'.
All supervisory personnel have been advised to cease ingress processing if necessary to affect proper contrcl of in-co ning personnel.
The following corrective action has been initiated regarding searches of hand-carried items:
A.
Instructions on proper search requirements utilizing X-Rey and hand-searching techniques were given to all contract guard force supervisors.
Search of individual items, rather than a group of items, was stressed.
B.
A letter was issued to all station department heads defining search requirements of all hand-carried items entering the protected area.
By increasing the number of guards dedicated to ingress screen-ing and directing the ef forts of the security for.ce to the search requirements during rush periods and by exercising prcper control over incoming personnel, an atmosphere more conducive to meeting the search requirements of individuals and hand-carried items entering the protected area has been provided.
CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER NON-COMPLIANCE:
A letter to all station department heads nas been issued.
Tnis correspondence delineates the requirements for searching all hand-carried items individually.
This should provide a more thorough understanding for all incoming personnel as well as for the security force.
DATE WHEN ' FULL CCMPLIANCE WILL BE ACHIEVED:
Due to the circumstanc surrounding this event, Quad-cities station was in ccmpliance prior to and has been in compliance since this occurrence.
