PROVISIONAL OPERATING LICENSE NO. DPR-45 IE BULLETIN NO. 80 LOSS OF CHARCOAL FROM STANDARD TYPE II, 2-INCH, TRAY ABSORBER CELLS

Dear Mr. Keppler:

In response to IE Bulletin No. 80-03 enclosed with Reference 1, the LACBWR plant does not use any Flanders Type II charcoal absorber cartridges or similar designs.

The charcoal cartridges in use at LACBWR were designed by United Nuclear Corporation and manufactured by Amcrican Air Filter Co.,

Inc. as shown in Drawing #SK-1-040.

They are a welded design of at least 16 guage stainless steel.

Each unit is tested by AAF after loading and checked by the LACBWR Quality Assurance Department upon receipt at the site.

These units are assembled with a tested and approved HEPA filter.

The entire assembly is sealed with a neoprene adhesive,nd leak tested with compressed air prior to use.

Approved plant procedures exist for testing the effectiveness of these filters at any time while in service.

Visual inspections are performed during maintenance or refueling periods if system performance requires it.

These filters are used in the radioactive off-gas system in housings designed for 300 psig internal pressure.

No damage or channelling has been observed in any charcoal cartridge of this design in more than eight years of use.

Included in this experience are several instances of minor to moderate hydrogen detonations within the off-gas system.

No charcoal cartridge filters of any kind are used in the LACBWR ventilation systems. MAR 141980 t
