Dear Mr. Reid:
On November 22, 1978, the Sacramento Municipal Utility District requested an exemption from 10CFR50.46 until further im-provements to the ECCS could be made. These improvements consisted of modifications which would eliminate any requirement for operator action following a small break. These modifications are being in-stalled this refueling outage. Based on the present schedule, it is anticipated that modification will be complete by March 27, 1980. All of the necessary procedures have been changed and operator training was completed on March 19, 1980. By this letter, the District is committing itself to completion of the installation and testing prior to achieving criticality at the end of this refueling outage.
