FNCLOSURE HARTSVILLE NUCLEAR PLANT UNITS A1 AND B1 CONTAINMENT ANCHOR BOLT CHAIR WELD DEFICIENCIES 10CFR50.55(e) REPORT NO. 3 (INTERIM)
NCR HNP-A-062 On August 2, 1979, TVA notified NRC-0IE Region II, Inspector F. S.
Cantrell, of a potentially reportable condition under 10CFR50.55(e) regarding deficient welds between the containment anchor bolt chair (stiffener plate) and both the containment shell and the containment base plate. This is the third interim report on the subject reportable condition. The final report will be submitted on or before July 23, 1980.
Interim Procress Following the last interim report, TVA submitted a revision to the subject NCR to C. F. Braun giving a recommended disposition which included a reduction in the overall containment anchor bolt chair weld requirements accounting for the additional anchorage provided by concrete added in the annulus during recent design changes. This recommended disposition was recently rejected by C. F. Braun. The disposition of NCR HNP-A-062 will be to repair all unacceptable welds-to meet applicable . requirements.
TVf, has halted work'on the containment anchor bolt chair for both
.alts Al and B1. This work will not be restarted on unit Al until r.ne documentation (repair cards) has been prepared authorizing the craf ts to perform the repairs. The repairs on unit B1 anenor bolt chairs will be postponed until after resumption of work on that unit.
As committed in the last interim report, all welders at the Hartsville site have either attended or have been scheduled to attend welder training program (QA classes) which began on February 29, 1980.
