Enclosed for your review are two additional Category I inservice inspection and testing program submittals for the Fort St. Vrain (FSV) Prestressed 1
Concrete Reactor Vessel (PCRV) and PCRV internals. These submittals contain l
both draft modifications to the FSV Technical Specification Surveillance Requirements, as well as an evaluation of the proposed requirements.
Enclosures (1) and (3) co,.tain the draft revisions of the FSV Technical Specification Surveillance Requirements for the PCRV and the PCRV internals, respectively, which include the following sections:

Mr. Stev:n A. Varga March 3,1980 Page 2 Enclosures (2) and (4) contain an evaluation of the adaitional or modified surveillance requirements which are the result of PSC's review of the current surveillance requirements for the Fort St. Vrain PCRV and the PCRV internals, respectively.
The systematic approach used to develop these requirements is explained further in the first pages of the review.
These two submittals complete PSC's review of the surveillance requirements related to the PCRV. The System 21 (Helium Circulators) review will be the next Category I submittal, and should be completed, together with the System 22 (Secondary Coolant System) review, on or before fiarch 31, 1980 as agreed to in reference 1.
