Dear Mr. Belton:
This in response to your letter to President Carter dated November 11, 1979, in which you expressed concerns about the Rancho Seco Nuclear Generating Station. Your letter has been referred to the Nuclear Regulatory Comission (NRC) since the concerns you express mlate to matters under our cognizance.
The NRC places great emphasis on the safety of operation of nuclear power plants.
This enphasis is the basis for the large number of safety regulations which govern the design and operation of these facilities.
A license to operate a nuclear power plant will only be granted when an applicant for a license demonstrates that the plant will be operated in a manner that provides reasonable assurance that the public health and safety will not be jeopardized.
In the case of Rancho Seco, this condition was fulfilled after many years of review by the NRC staff, and a license was granted in August of 1974. Since that time, we have not hesitated to require changes in the plant when significant safety problems were noted. As a specific case in poir.t, Rancho Seco was shut down in May of 1979 to make alterations to the plant due to deficiencies perceived in light of the accident at Three Mile Island.
We will continue to survey the adequacy of safety at Rancho Seco as well as all other operating plants and require additional changes where necessary.
This will include implementation of all of the lessons learned from the Three Mile Island accident as well as any other experience gained from operating reactor plants which indicate the need to upgrade safety.
Further-more, if it is ever determined that continued operation of Rancho Seco poses an immediate threat to the public, I will not hesitate to shut the plant down.

I an a resident of Stockton, California, and I am greatly concerned with the Rancho Seco Nuclear Po-bT' shut dowl.beTcause...y. believe...that the plant should wer Plant.
I honestl of.the dangers it presents to lo6a1 residents. I feel nothing will be done about
~thF blant until peoples lives are endangered and se-veral hundred lives are lost.
Even then, officials will probably only consider shutting down the plant.
i As a concerned citizen. I want to do all I can to get rid of, nuclear..Jo_wer plants already developed and' prevent the constructioifEf more.
