Construction and Use of a New Building for Production of Deionized Water and 10,000 n,11on Storage Tank The Westinghouse Electric Corporation hereby suhaits infomation concerning the construction and use of a new building for production of deionized water and for a 10,000 gallon tank for storage of the deionized water. Additional infomation is contained in the enclosure to this letter.

Since no radioactivo materials will be used in the building and environmental impact is negligible, we feel that a license amer 4 ment is not necessary.

Construction is e_ W to begin as early as mid-February.

The pur!ose of the prorosed construction is to provide facilities'for production ar.d storage of dcionized water for use at the Colt:nbia Plant. Deionized water

  • i is currently produced within the Controlled Area of the plant. Peroval'of this' service from the Controlled Area will reduce the possibility of contamination of the water.

The Delonized Water Building and 10,000 gallon storage tank will be located adja-I cent to the existing HP Storage Tank. The Deionized Water Building will be an attachment to an existing building, " Electrical Substation MHWng #6".

The 10,000 gallon storage tank will be located adjacent to the uranyl nitrate tank storage area.

BUILDING GX;STRUCI' ION The building will consist of a, metal exterior.over a galvanized metal frame, con-sistent with other adjacent structures. The building measures approximately 28 feet by 24 feet and will be constructed ori a concrete fcoter.

The 10,000 gallon tank is of steel construction and will be neunted on a concrete pad.

BUILDING USE Processes within the bdiding include filtration units, cation and anion deminera-lizers and ion exchange regenerationcapabilities. City water will be transferred

from the manufacturing plant, through the filters and demineralizers and then to A

the 10,000 gallon tank for storage.

I Sulfuric acid and scdium hydroxide will be used for ion exchange resin regeneration.

The spent regeneration agents will then he transferrcd to the process ficw stream from the manufacturing plant and then to the lagoons where the liquids are subject to normal treatment processes, including pH adjustnent where required. Since Inth ion exchange colt.cas are recenerated simultaneously, the pH of the effluent stream shott1d normally be neutral.

RADIOIDGICAL SAFLTY No radioactive materials will be handled in these facilities. Check valves are pro-vided at-the storage tank to prevent backflow of liquid from the manufacturing plant.

ENIPONic.TAL The environacntal impact will be limited to the c:<cavation of an approximtely 1,'000 ft2 area for the Deionized Water Building and Storage Tank.

Services to these facilities will include: electricity, water and air. Sulfuric acid and sodium hydroxide will be stored at the site for use in the regeneration process.

The only effluents from the building are the spent regeneration agents from the coltrans, consisting of minerals normally found in city water. Additional environ-nental impact is expected to be minimal.
