APPENDIX A NOTICE OF VIOTATION Mississippi Power and Light Company License No. CPPR-118 Grand Gulf Nuclear Station Based on the NRC inspection December 10 to December 14, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspon-dence to you dated December 31, 1974.
As required by 10 CFR 50, Appendix "B" Criterion V which states that acti-vities affecting quality shall be prescribed of a type appropriate to the circumstances and shall be accomplished in accordance with these instruc-tions and procedures. The accepted Quality Assurance Program MPL-TOPICAL-1 Appendix A endorses ANSI N45.2.3-1973 with exception taken to Sections 2.1 4
and 3.2 in that the Grand Gulf Nuclear Station will not utilize the five-level zone designation system but will utilize standard Janitorial and work practices to maintain a level of cleanliness commensurate with company policy in the area of housekeeping, plant and personnel safety, and fire protection.
Contrary to the above, on December 14 there was no written policy / program for housekeeping and plant protection in effect for the Grand Gulf Nuclear Station for systems or components important to safety turned over to the licensee startup organization.
As a result of this lack of procedure, damage to safety-related equipment had occurred.
This is an Infraction.
