SUBJECT:
Operations Evaluation Contract with ORNL The Divis. ion of Operating Reactors has contracted ORNL to perform a review of the operating experience and performance record of two plants in the Systematic Evaluation Program, Palisades and R. E. Ginna. A copy of the letter to DOE dated January 15, 1980, the NRC Form 173, the Statement of Work and the Milestone Chart are enclosed. Tom Wambach in ORB #2 is assigned as the contact manager.
He has discussed this work with Richard Hartfield of your staff and they agree that some participation by your staff to provide assistance, as needed, would be beneficial.
I, therefore, request that you authorize such activity for one person part time. The TAC numbers to which your staff should charge time for this activity are 12658 for Palisades and 12659 for Ginna. The work scope in the future may
.be expanded to all eleven plants in the SEP. Additional TACS would be issued for those plants.
