Dear Mrs. Elli:
I am writing in response to your letter of February 21, 1980, regarding Vol.
II of the report of the Rogovin Special Inquiry ("Three-Mile Island - A Report To The Commissioners And To The Public").
In your letter you note that the January 29, 1980 " Board Notification" providing for distribution of Vol. I to adjudicatory boards and parties in all NRC adjudicatory proceedings stated.that Vol. II is available-to both the Licensing Board Panel and.the Appeal Panel, and you. inquire whether Vol. II is available "outside the
.NRC," and if not, why. You request that Vol. II be provided to " CASE as an Intervenor in the' Comanche-Peak operating license hearings and to all other Intervenors and parties as well."
Concerning your request and inquiry, it should be noted that at the time of the January 29, 1980 distribution of Vol. I to adjudicatory boards and parties in all NRC adjudicatory proceedings, only a limited number of draft copics of Vol. II were available.
Therefore, Vol. II was not included in the distribution of January 29, 1980.
The final version of Vol. II is_being printed. Upon issuance of Vol. II in final. form, copics will be available, upon request.
