APPENDIX A NOTICE OF VIOLATION I
Mississippi Power and Light Company License No. CPPR-118 Grand Gulf 1 Based on the NRC inspection December 11-14, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indi-1 cated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Criterion V of Appendix B to 10 CFR 50 and implemented by Grand Gulf Nuclear Station PSAR Section 17.1.5, the Bechtel Quality Assur-ance Program activities affecting quality shall be accomplished in accordance with documented instructions, procedures and drawings.

WP/P-3 specifies the classification and requirements for zones of cleanliness, requires that combustible material be placed in containers, and prohibits eating and use of tobacco in Zone IV areas.

Contrary to-the above,' food debris, tobacco debris and combustible matc rials were observed in the Zone IV designateJ ESF Electrical Switchgear Rooms of 1
the Auxiliary Building (Elevation 119'; areas 7, 9 and 10) on December 12, 1979. There was no debris observed in safety-related equipment.
This is a deficiency.
