NRC 10-80-366 Page 2 of 4 ARTICLE-I - STATEMENT OF WORK The contractor shall provide and conduct a ten hour course. The course shall consist of five two hour sessions in facilities provided by the NRC. The course shall be designed to meet the objectives of providing professional employees with little or no scientific or nuclear-related engineering background,*and shall consist but not be limited to :

1.

An orientation to the technology of the nuclear-power industry; 2.

A basic technical vocabulary along with an elementary understanding of nuclear technology; 3.

A general examination of the many facets of the construction and operation of a nuclear reactor;

4. - A survey of the nuclear-fuel cycle, from mining to waste disposal ; and 5.

General information about the biological effects of ionizing radiation, about safety aspects of reactor operation, and about the issues which arise in licensing of reactors and various portions of the fuel cycle.

The course shall cover in a general' descriptive manner, the development and application of nuclear energy to the electrical power production process.

It must do so in a manner designed for the non-scientist who wishes to have a general understanding of nuclear power plants and related nomenclature.

Specified topics to be addressed are:

1.

Atomic Structure 2.

Mass-to-Energy Conversion 3.

Fission and the Chain Reaction 4.

General Nuclear Reactor Design

+

5.

Reactor Operation and Control u.

6.

Nuclear Fuel Cycle 7.

Electric Power Generation 8.

Radiation ~ Exposure and Protection 9.

Safety Systems for Nuclear Reactors

10. Nuclear Uaste Dispostal Wherein possible, lectures shall be based upon actual examples; class discussion should employ frequent use of actual photograph in the form of 35 mm slides and short segments of movie films. Transparancies shall be organized te provide visual ' assistance with the lectures. Provisions shall be made for handouts containing figures and tabular data which are' applicable. All of the foregoing

- shall be provided by the contractor. There-shall be a total of five courses.

ARTICLE II - PERIOD OF PERFORMANCE

-The period of performance of this contract shall commence on February 15, 1980

. and all work shall be complete by January 31, 1981.

NRC-10-80-366 Page 3 of 4 ARTICLE III - CONSIDERATION In full censideration of the Contractor's performance hereunder, NRC shall pay the contractor 56300.00.

ARTICLE IV - OBLIGATIONS The amount presently obligated by the NRC with respect to this contract is

$6300.00.

ARTICLE V - PAY,fENT Payment shall be made in accordance with Clause 2 of the General Provisions entitled " Payments" as soon as practicable af ter completion and acceptance of all work, upon submission by the contractor of voucher (s) in a form satisfactory to the Contracting Officer, provided however, that said payment (s) shall not be deemed to prejudice any rights which the Government may have by law or under other provisions of this contract.

Partial payment shall be made to the contractor upon completion of each course and acceptance by the C0AR.

ARTICLE VI - SPECIAL PROVISIONS VI.1 ' CONTRACTING OFFICER'S AUTHORIZE 0 REPRESENTATIVE (C0AR)

Performance of the work hereunder shall be subject to the technical instructions issued by the US Nuclear Regulatory Commission. The technical instructions shall by signed by the C0AR.

' The C0AR is responsible for:

1.

monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommendin~g to the Contracting Officer changes in requirement; 2.

interpreting the Statement of llork-3.

performing technical evaluation as required; 4.

performing the technical inspections and acceptances required by this contract; and 5.

assisting the Contractor in the resolution of technical problems encountered during performance.

l-NRC 10-80-366 Page 4 of 4 Within the purview of this authority, the C0AR is authori, zed to approve payment vouchers for supplies / services required under the contract. The Contracting Officer is responsible for directing or negotiating any changes in terms, conditions, or anounts cited in the contract.

For guidance from the C0AR to the Contractor to be valid. it must:

1.

be consistent with the description of work set forth in this contract; 2.

not constitute new assignment of work or change of the expressed tenns, conditions, or specifications incorporated into this contract; 3.

not constitute a basis for an extension to the period of performance or contract delivery schedule; and 4.

not constitute a basis for any increase in the contract price.

If the Contractor receives guidance from the C0AR which the Contractor feels is not valid under the criteria cited above, the Contractor shall immediately notify the COAR.

If the CCAR and the Contractor are not able to resolve the questions within five days, the Contractor shall notify the Contracting Officer.

VI.2 - INSPECTION AND ACCEPTANCE Acceptance of the services and reports to be delivered herein shall be made by the C0AR.

VI.3 - DISSEMINATION OF CONTRACT INFORMATION The Contractor shall not publish, permit to be published, or distribute for public consumption any ir'ormation, oral or written, concerning.the results or conclusions made pursuant to the performance of this. contract without the prior written consent of the Contracting Officer.(Two copies.of of any material proposed to be published or distributed shall be submitted to the Contracting Officer).

ARTICLE VII - GENERAL PROVISIONS This contract is submited to the General Provisions of Fixed Price Research and Development Contracts under $10,000.00, dated November 14,1977, which incorporated the FPR Changes and Additions, attached hereto and made a part hereof.

Clause 14 entitled " Patent Rights" is deleted in its entirety.
