SUBJECT:
SUFNARY OF FEBRUARY 8,1980 MEETING ON RE0RGANIZATION AND STATUS OF RIVER BEND, UNITS 1 AND 2 On February 8,1980 management personnel from Gulf States Utilities (GSU) met briefly in Bethesda, Maryland with NRC management. The purpose of the meeting was to discuss certain changes in position of GSU management personnel associated with the River Bend project and to sumarize the plant status. Enclosure 1 lists the meeting attendees.
As of January 1,1980 Mr. L. L. Humphreys of GSU assumed the position of Executive Vice President and reports directly to the Chairman of the Board.
Mr. Humphreys' sole responsibility is the River Bend Nuclear Group.
Dr. J. G. Weigand assumed the position of Vice President - Operations and Technical Systems and reports to Mr. Humphreys. Dr. Weigand is respcnsible for River Bend plant operations, engineering, nuclear fuels and licensing.
The organization of the River Bend Nuclear Group is shown in Enclosure 2.
GSU has also formed a Technical Advisor Group, chaired by Mr. Draper, to act as an independent evaluation group for technical and policy matters.
Construction of Unit 1 and comon facilities is presently less than 10%
complete.
Pouring of the containment base mat was completed January 17, 1980.
The planned fuel load date for Unit 1 is Spring,1984. GSU plans to tender the OL application in late 1980. GSU's ecision regarding continuation with Unit 2 is in a deferred status. A site v

agreements with unions. GSU emphasized that accelerated construction places increased significance to their engineering and design schedules which must stay ahead of construction. Consequently, GSU gives special attention to design conservatisms and changes in licensing requirements.
In this regard, the staff suggested advanced consideration be given to post-TMI requirements associated with control room design and to design margins of a liquid poison injection system to cope with ATUS.
The staff also discussed current manpower resource difficulties which are impacting present licensing reviews.
