Dear Mr. Helfrich:
Enclosed please find a letter from the National Bureau of Standards requesting that Reexport Authorization Number 29 be amended to add the Bhabha Atomic Research Centre, Trombay, India to the list of destinations that the Californium-252 neutron sources may be re-exported as part of an international comparison study.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the inclusion of this destination in our letter of authorization, would be inimical to the interests of the United States, including the comon defense and security, and whether the proposed re-export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
