Reference is made to our letter dated May 25, 1979 to Mr. W. F. Kirk of your staff which addressed our concerns over the certification and use of the so-called "KAPL standard" in your measurement control program.
The concerns expressed at that time have not been alleviated and, in fact, have been compounded by studies which indicate possible inadequacies in the sampling procedure.
Indications are that a larger sample aliquot may be necessary to yield a representative sample of the standard. This concern, as well as those expressed in the referenced letter, must be resolved at the earliest possible date so that a decision can be made on the continuing acceptability of this standard.
In an attempt to resolve the concerns expressed above, we have contacted New Brunswick Laboratory to explore the possibility of their performing evaluation studies or, this material. They have responded positively to our inquiry. To generate the necessary statistics, NBL has determined that they will need 38.5 grams of the standard for analysis.
If possible, we would like the Naval Products Division to provide this material from standard FCL-781.
If your decision is to participate, we request that you prepare two split out samples, one of 32 grams and the other 6.5 grams, for NBL. Mr. Harvey Zibulsky will provide the necessary information for transfer of the samples.
We would appreciate your cooperation in this important study.
