The following information is provided in response to your letter of January 7, 1980, wnich requested that our quality assurance program be reviewed with regard to diesel generator fuel oil.
At Plant Hatch, diesel generator fuel oil is not on the Q list.
However, because of cor.trols placed on emergency diesel generator fuel oil by the Technical Specifications, and its inclusion in the QA audit program, Georgia Power Company considers emergency diesel generator fuel oil to be included in the Plant Hatch QA program.
Emergency diesel generator fuel oil is tested in accordance with the requirements of the Unit 1 and Unit 2 Technical Specifications. The Unit 1 Technical Specifications require that each month a sample of oil be taken and that the quality of the oil be within the limits of ASTM 975-68.
The Unit 2 Technical Specifications require that at least each 92 days a sample of oil be taken in accordance with ASTM D270-65, and that the quality of the oil be within the limits of Table 1 of ASTM D975-74 when checked for viscosity, water and sediment. The above requirements are implemented by the Oil Sampling Program, Procedure HNP-7611. Furthermore, a submittal has been made to amend the Unit 1 Technical Specifications to allow the present Unit 2 test p;ocedures to be used for both units.
We believe that our present testing procedures are adequate to assure diesel generator fuel oil quality, and that addition of fuel oil to the Q list will not result in an appreciable increase in fuel oil quality or system reliability.
