Dear Mr. Parr:

This letter will provide cer'ification t to the United States Nuclear Regulatory Commission that the discharge from the Commonwealth Edison Company facility, LaSalle County Generating Station, LaSalle County to the Illinois River:

1. The discharge will comply with the applicable provisions of Sections 301, 302, 303, 306 and 307 of the Federal Water Pollution Control Act Amendments of 1977 and implementing federal regulations applicable to steam electric power generating stations as published in 40 CFR (Code of Federal Regulations) Section 423.11.
2. The discharge in question will comply with the more stringent limitations, including those necessary to meet water quality standards and treatment standards, which have been established pursuant to the provisions of the Illinois Environmental Protection Act and which are in effect pursuant to the Section 301(b)(1)(C) of 1 the Federal Water Pollution Control Act Amendments of 1977.

This certification incorporates all applicable provisions of the Illinois Environmental Protection Act and Chapter 3, Water Pollution Rules and Regulations of the Illinois Pollution Control Board, and the applicable provisions of the Federal Water Pollution Control Act Amendments of 1977, and implementing Regulations (40 CFR 423.11) adopted pursuant thereto, as if they were set forth in full herein. All such provisions shall become conditions upon any federal license granted.
