Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", and attachments ther.to.
This application seeks to amend Section 6 of Appendix A'and Section 5 of Appendix 3 of the Operating License to reflect changes in management organization charts and position titles currently being used by the Authority and to modify the reporting requirements of the Resident Manager.
In accordance with 10 CFR 5170.22, the Authority has classified this application as Class II because the requested amendment has no safety or environmental significance.
Therefore, as required by the regulation, enclosed is a check for S1,200 for the filing fee.
This payment is being made under protest and the Authority reserves the right to challenge the validity of the imposition of these fees and the basis for the determination of the amount of the fees.
In support of this application we are enclosing forty (40) copies of the Safety Evaluation corresponding to the proposed Technical Specification changes.

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A and B of this license.
The proposed changes to the James A.
FitzPatrick Technical Specifications seek to simplify the management organization charts and to correct the titles of certain positions which appear in Section 6 of Appendix A and Section 5 of Appendix B, to those currently being used by the Authority and to modify the reporting requirements of the Resident Managers.
The proposed changes to the Technical Specifications are' presented in Attachment I to this Application.
The proposed changes to the Environmental Technical Specification are presented in Attachment II to this Application.
The Safety Evaluation is included in Attachment j
