i Appendix A NOTICE OF VIOLATION Public Service of Indiana Docket No. 50-546 Docket No. 50-547 Based on the results of an NRC inspection conducted on November 5-7, 1979, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below. This item is an infraction.
10 CFR 50, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by documented instructions, procedures or drawings, of a type appropriate to the circumstances and shall be accom-plished in acccrdance with these instructions, procedures or drawings.
Marble Hill PSAR, Chapter 1, Section 1.7, commits to Ragulatory Guide 1.28 (June 7, 1972) and therefore to ANSI N45.2-71.
ANSI N45.2-71, Section 6, states that, " Activities affecting quality shall be prescribed by documented instructions, procedures or drawings of the type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures or drawings."
Contrary to the above, on November 5-7, 1979, it was determined that PSI procedures (No. PP-29 and LAP 2) for the control of NRC Bulletins and Circulars were inadequate regarding control of these bulletins and circulars which do not require a written response to NRC.
