(3) Considerable time was spent discussing interfaces with 08.
It was agreed that this area is still somewhat grey.
Where there was some doubt whether some item was appropriate for 03 or 08, such as protection system status monitors, it was agreed to leave the material in 03.
Although I argued for a considerable time to require testing as the principal requirement for equipment qualification, the TRC did not accept my proposal.
(Note this was an oral proposal - had been inadvertently left out of our formal comments.) The text now allows any one (alone) or any combination of t*e following, (1) type test on equipment representative of that to be sup,,11ed, (2) actual test on supplied equipment, (3) application of perti-nent past experience in similar applications, and (4) analysis supported by justification.
These,.;rovisions will not, I believe, endanger the commer-cial interests of U.S. manufacturers becruse acuipment less qualified than demanded in the U.S. can always be found.
However, I believe that the IAEA will be doing the developing nations, is'ag this guide, a disservice on this point. Testing under at least sir, isted accident conditions should be required. We don't have much exper ance with equipment in a real accident, and analysis alone isn't enough.
This latter point (qualification testing) needs to be brought up in the SAG meeting when 03 is considered for final approval.
Assistance from knowledgeable NRC staff members in preparing a formal U.S. position on qualification testing is needed.
As a multiplicity of individual apparently minor changes were agreed to, it will be necessary to review the final TRC version of 13 to determine if the flavor and direction of the text as revised are still acceptable.
I will do this when the clean typed version is received.
